For example, in the US, you can vote and be drafted into the Army at age 18, yet you can't officially drink alcohol till age 21. <BR/><BR/>Being michuyev in mitzvas at 13 has nothing to do with being counted at age 20 as a "viable" member of society, with a family, descendents and a homestead.
